Excess air is often added to combustion processes for safety and maintenance needs.

Without excess air increased emissions and surface fouling can occur affecting the performance.

As for safety, excess air also reduces flame instability and other boiler hazards. Perfect combustion does not include excess air but for practicality it is a necessity.
